Exactly. Seems over-officious and inconsistent. Just get rid of it. As long as the number is the right size and visible on front and back, who cares if it's above the tail or below the halo?

I think the problem is that if you let this one go, there'll be another one with more fancy "decoration" and then another even more intricate. Pretty soon, the numbers won't be easily distinguished. At least, that's how I've always read the spirit of this rule.
