Strictly as devil's advocate, if the Pennsylvania rules is made a NFHS rule, I'd anticipate alot of forfeits of subvarsity games since they only have one coach
and sometimes JV plays at different sites than Varsity, so a replacement coach isnt easily found.
Had one JV game a few years back, where the visiting JV coach is always asking umpires to enforce rules such as jewlry to be strictly enforced against the other team. Well, it backfired as in the first inning, one player came up to bat with jewelry (team warning), and then the next batter did too (restricted to the dugout).
After the half inning was over, he asked the umprie if he could the dugout-restricted player warm up the outfielders (that year, this was a case play on the NFHS site). Part of me wanted to yell over "hey coach, I thought you knew all those rules!"
Wonder how he would have reacted if this PIAA rule was in effect and he was tossed. Not pleased, I'm sure.
