As already stated, this is an intentional personal foul because the contact occurred during a live ball. Since there was no intent to injure, or total disregard for the safety of A1, there is no flagrant.
Why did you and your partner think you could have called a technical in this instance?
Also - do you really think that coach looked up the HS rules on the NF website? That would be a good trick.
