NCAA 7-6-4 says, on a throw in ADJACENT the front court boundary the throwing team may cause the ball to go into the back court.

9-5-3 says they may PASS it into the back court on a throw-in adjacent the boundary.

9-5-4 says a player inbounds NOT IN CONTROL may cause the ball to go into the back court.

NCAA has team control during a throw-in, 4-13-2-C.
