Noisemakers are not covered in the NFHS Volleyball Rules Book specifically, but most states have a handbook or set of rules that cover behavior by athletes, coaches, and fans at school athletic events. It is usually considered unsportsmanlike behavior to have noisemakers present at a volleyball match and the site administrator is the first individual to be contacted to take care of the problem. If that means suspending the match until the problem is taken care, that is what happens.
