This isn't specifically addressed in any of the NFHS books so I think it comes down to what is the accepted practice in your area. Around here, everyone hits the whistle and fixes the net immediately. I was working a very competitive boys V game with a couple of officials last week who both do college ball. I was C and the net got stuck after a shot. Not knowing what the college guys around here do, I held my whistle. A split-second later, the T hit his whistle and fixed the net.
