If you are already HS, you will need to apply and be accepted into a college association (DIII) locally. That involved (for me) a formal application, written references from other college officials, and an interview. Oh, and some cash.
You may want to contact a local DIII program and find out from the SID who the contact person is for the association that services their conference.
