In both cases the offense has the option of the play or the penalty.

THe first "play" is R3 scores, BR out, R1 is wherever he is (you didn't say). (I'm assuming, of course, that fewer than two were out at the start, and R3 retouched third).

Second play is R2[sic -- I assume you menat R3] is out, BR is out, R1 is wherever he is. Here, it's "obvious" that the coach will take the penalty (and, yes, we can all come up with some scenario where he wouldn't).
