I am way confused by your post but...
I think they sit on the bench for legal reasons, not to be different from other sports. It's supposedly negligence if we send him to the locker room and he hurts himself since there are no adults around.
This goes along the same line where we cannot tell them to take earrings out, we just tell them they cannot particiapte with them on, then it is their choice to remove them.
