I am not aware of a jabbing-at-an-opponent's-stomach POE. Putting a hand in front of an opponent's eyes, on the other hand, is a technical foul. (Basically, it's unsafe so don't do it whether or not the opponent has the ball.)

On the jabbing-at-the-stomach behavior, I don't think I have anything until/unless contact is made.
