Technical fouls for
contact are only called during a dead ball. (Although some people argue that fighting is always a technical foul. We'll leave that for another thread.)

It's probably at least intentional. But whether you call it intentional or flagrant, it would still be a personal foul, b/c it occured during the live ball.
