Dale, why does it say in 2-3-4c then that "the offensive player may also use his hands to push, pull, or ward off an opponent if he can legally touch the ball. In 2-3-5, when talking in the same way about the defense, the words "if he can legally touch it," are not used. I think it is different because their are times when the offense/K cannot legally touch the ball, and this is one of those times.
