"Undershirts shall be similar in color to the torso of the shirt and shall not have frayed or ragged edges. If the undershirt has sleeves, they shall be the same length."
It doesn't specify the length of the sleeves, but it it's similar in color, the sleeves are the same length, and there are no frayed or ragged edges, then it's perfectly legal.
