You are much better off buying the Athletic Rules Study.

You can do all that breaking down the rulebook, but that is not going to really help you until you start to work many games. Your objective is to pass the test. The ARS has the Part 1 and Part 2 Exams from the last 5 years on file. You will see that they ask many of the same questions over and over again. The NF test really do not test your ability to know the rulebook, they test your ability to memorize lines out of the rulebook. I would order the CD and constantly take the practice exams and before long you will be able to just know what is right or wrong. And the good thing about the program, you can study certain subjects and study those areas you are not so good at. The test also has a full rulebook, casebook and Simplified and Illustrated Rulebook on file. You can look up any subject or word to help you learn your way around the rulebooks.
