I agree that its not good for the calling official to "pre-signal" the referee as they are running in to report their foul. (But at the professional level I'm sure that they do this for the obvious infractions in order to save time and move the game along.)

Especially at the high school level where one official might have encroachment by the defense that causes an offensive lineman to come-up from his stance. Perhaps one official did not see the defensive encroachment first.

So I agree its much better to have a brief discussion and then let the referee make the signal.
