Good point. Except that Bob didn't say it was a foul to be "over the back". He said that's a "reasonable description" of some rebounding fouls.
True, but when a foul does occur in this situation, it is most likely going to be either a push or illegal use of the hands, depending on the nature of the illegal contact.
