What's the NCAA reference for how the arrow is initially set?

I know that you want a NCAA rules reference for the initial setting of the AP Arrow, but if my memory is correct, the NCAA Rules Book does not have it spelled out like it is in the NFHS Rules Book (see Rule 4), except for an A.R. in Rule 6. But I do know that the NFHS R4-S3 applies to the NCAA.
