This is true as long as the old Lead is on the tableside when s/he makes the foul call - then you "V-back"...if not on tableside, then you switch to tableside after reporting and usually become the new C...(NFHS only)

This might be one of those things that differs by state, but what you posted is not true here.
If there's an offensive foul in the FC, treat it just as if it were a violation. The old L / New T will administer all throw-ins in the back court -- so we either slide or bump-and-run.
