I may have misread the question. I gave the answer for a foul on the defense -- staying at the same end to shoot.

Now, I think you asked, foul on the offense -- going to the other end to shoot.

The person who called the foul goes (or stays) tableside. The other official who is closest to the other end goes down and becomes L and administers the throw. The other official who is farthest from the other end stays farthest from the other end and becomes C.
