I agree with Rut.
If it was not obvious there was going to be a punt, roughing the kicker does not apply. Was a kick obvious? We could only rule on this if we saw the play.
Also, as Rut said, roughing the passer is very different from roughing the kicker. If A1 throws a pass, and he is immediately hit, this is not (usually) roughing, and it does not matter if a pass was imminent or not, yet if he legally kicked the ball, and it was apparent a kick was coming, then such a hit would be roughing.
