First step, find the pivot foot.
Second, know that it's not travelling just because the pivot foot is lifted. It's travelling if the pivot foot returns to the floor OR the player starts a dribble.
I personally think that this is the most missed call by beginning officials. THere's just too much else to look at and process when you're just starting out.
