The rule change is not that players leaving the bench during a fight now get a flagrant technical -- that was already the rule. The change is that players leaving the bench during the possibility of a fight are now charged with a flagrant technical.
That is, if two A1 and B1 square off on the court and A6, A7, and B6 all run out on the court to join in what they think is about to be a fight, all three bench players (A6, A7, and B6) are charged with a flagrant technical and ejected. In this case you would probably only have a double technical on A1 and B1 since no punches were thrown.
Also, the same rule applies that you shoot a maximum of two free throws when a different number of players comes off each bench. In the above example Team B would shoot 2 free throws. Even if two more team A players had come off the bench, Team B would still only shoot 2 free throws.
Also, Coach A and Coach B will each be assessted an indirect technical foul.
