I would very much like to see something written down that says this. I do not believe that this is correct. Until proven otherwise, I will maintain that the game/1st Quarter begins when the ball first becomes live for the technical FTs as stated in 5-5-6.

Of course, if I am right about when the game begins then there can't be any incoming substitutes because there aren't any players to replace.

I am talking about the reality of the situation. The rules state that any player(s) including incoming substitute(s) can shoot the free throws that are the penalty for a technical foul. That rule trumps that rule of changing the starting line-up after the ten minute mark. When a technical foul occurs before the end of the ten minute countdown before the "start" of the game, the game has begun because an infraction of the rules has occured. Some infraction of the rules occured before the expiration of the ten minute countdown before the scheduled jump ball to start the game; therefore the game, for certain administrative purposes, has started with the rules infraction and B6 and possibly B7 can enter and shoot the free throws.
A great follow-up question would be, that assuming that Team B has submitted its roster and starting line-up in accordance with the rules and then Team A commits a technical foul before the ten minute countdown has expired, can Team B replace B1, B2, B3, B4, and B5 with B6, B7, B8, B9, and B10 prior to the shooting of the technical foul free throws? Just some food for thought.
