Anyone can shift. The classic example is the breaking of the huddle. That is everyone on the team shifting and they must be set for 1 second before a snap. A great number of teams have the center leave the huddle before the other team members. If the center were set over the ball and the huddle broke and while approaching the LOS the center snaps the ball you have an illegal shift.
