The Civil Rights act was passed in 1964. The attached URL is Zell Millers biography. I don't see anything about him being in Congress in 1964.

According to his biography, although he ran for Congress unsuccessfully many times, he never got there until the year 2000. I don't recall any Civil Rights acts in the last four years.
