 Why not give the one in the stripes the best chance at being a team?
 
 At lower levels here, it's mix and match - you will get to see a variety of people and learn from them. But the varsity level here seems to be made up primarily of crews who stay together long-term.

Different states (and even areas) do it different ways.  I think both systems have advantages and disadvantages.
