The path of the ball handler is important here, I think.
With the defender running a bit ahead of the ball-handler and the ball-handler sharply turning into the defensive player, lowered shoulder, or not, and hitting the defender, who hadn't established legal guarding position, sometimes we have to call a player control foul.
