Maybe obstruction is defined differently using ISF rules rather than ASA rules?

I have watched several Olympic softball games with the catcher blocking a sliding runner at the plate prior to having possession of the ball. All umps have called the runners out with the tag and the commentators commending the catchers for a great job blocking the plate.

So much for ISF vs ASA rules.
