Did you leave out "...as actually enforced...", after "MLB rules..."? I mean, my copy of
the ORB says copyright: Office of the Commissioner of Baseball. Now, we all know that "how it is written" is not always "how it gets done". But, on paper at least, ORB IS [are?] "MLB rules".
