Exactly.

2.0 ILLEGAL (or ILLEGALLY) is contrary to these rules.

With 8.01 a and d citations plus stretching this definition from 2.0, West seems to have judged 1) an altered delivery, 2)which is contrary to the rules 3) therefore illegal per these rules and 4)penalty of a ball for illegal pitch with nobody on base. As I said in my original post, this is a judgement call. These are the rules that West seems to be following to make that judgement. The supervisor in the pressbox (McKean, Garcia, or whoever was working that game) will have to sort it out and determine if West was correct on his judgement. We may or may not ever find out.
