It also may be a matter of degree.

F2 requests TIME and goes out to talk with F1. Meanwhile, F5 takes a step or 2 closer to the dugout to hear shouted instructions from the coach. I wouldn't consider that a charged conference.

Defensive dugout requests TIME and motions F5 over. F5 goes over to the dugout to recieve instructions (out of earshot of the base coach). Meanwhile, F2 goes out to talk with F1. I would consider that a charged conference.
