There are loads of shirts out there, ASA Softball, USA Softball, etc. that are sold for the purpose of use in public.

The shirts you are referring to were made available so umpires who wore them would have an undergarment they could wear between games as well as while they were working.

I think they do a good job. The only problem I have experienced is that the sleeves are a big long and you occasionally have to tuck them under the outer shirt.
