Ok, read the definition like this. It defines encroachment as being in the NZ after the RFP illegally. But the definition does NOT state what illegal entry into the NZ is. Nor does it prevent LEGAL entry into the zone. The rule that makes certain entries illegal is 7-1-1,5,6.
An entry that does not violate these articles is legal and therefore does not meet the definition in 2-8
