Runner says he could have made 2nd. Not a reason to put
him on second. In you judgement, could he have made 2B.
If so, place him there, if not back to 1B. Your judgement,
not base runners.

I usually drop my arm if the BR does not continue to the next base. In my mind he has given up his right to the next base. Am I right?
