By Fed's definition, "a replant of the pivot foot prior to delivering the pitch," it could be a crow hop. (Better would be "delivery of the pitch.")

ASA specifies "steps, hops, or drags off the front of the pitcher's plate, replants. . . ." This definition seems to establish that the crow how requires the replant to be in front of the rubber.
