I was informed that the new uniforms for MLB 2004 will be heather greys only with three shirt colors, black, cream and navy.
Judging from what the umpires are actually wearing, I'd guess someone mis-informed you. Even disregarding the difference of opinion on the shade of grey of the new pants, there is no "navy" shirt to be found.
