The color is not powder blue. It is what the league and manufacturer call "Delta Blue." I have had the opportunity to see one in person and up close. When viewed head to head against the old powder blue one can tell the new color is a little bit darker.
However, I believe the league thought they were going to be a bit darker than they came out since, in an earlier press release, it was announced that they were going to be "somewhat lighter than a royal blue". They were probably judging from a swatch and not a completed shirt.
