There are so many variables that would play into how this could be called.
Things to consider: Did you follow the player(s) action up until this incident? Was there previous conflict between the players involved? How has the flow of the game been to this point?
I would probably lean toward a common foul, unless I felt there was "bad blood" then I would escalate it to a Flagrant Foul.
