A66 face mask (5 yd)
Accept: discourage.
Decline: B's TD.
Question: Can B have the penality assesed from the suceeding spot in this case? {do not have my book handy for a quick check}

Good question. For B to have the foul assessed from the succeeding spot, A's foul would have had to occur after the change of possession.

REPLY: My guess is that Uncle E took this question from an NCAA test. In NCAA rules,
any face mask foul by the offense is a 15-yd. personal foul. And personal fouls by the opponents of a team scoring a TD are carried over either to the try or to the succeeding kick-off--offended team's captain makes that choice.
