As someone else often says, LGP gives the defender additional rights. Not all contact by a defender w/o LGP is a foul.

In the play in question (B1 on the floor, A1 trips over B1), is a travel in FED and a foul on B1 in NCAA. The FED ruling is in some case and the NCAA ruling is in an interp issued this year.
