Again, if I thought it was intentional, it would be flagrant in my book. But that doesn't mean every elbow thrown is intentional. It could be called a PC if judged unintentional. But I can't see ignoring it completely if the elbower swings his elbow outside his vertical plane.

- A general reply, a disagreement with the rule not you-
If A1 would have turned around and punched B1 in the jaw, what would you have called? If he kicked B1 in the xxxx, what would you have called? The elbow is much more dangerous than a closed fist. Depending on the leverage and the amount of whip one can get with the leg an elbow can cause more damage.
If I would have been in your situation I would have, by rule, wrongly called it a flagrant T for fighting and thus report it to my assignor and he to the state as an ejection for fighting.
