Around my area, there is a Jr High league where players over a certain weight cannot carry the ball or punt. The must be lineman and must line head up on the other kids. Another league does away with the 5-yard facemask penalty and 10 yard block in the back penalty. (These are always 15 yard penalties).
I hate these rules, too. Leagues say they are safety rules.
