From the deep official's angle, the defender did appear to lead with his helmet. But from the opposite angle caught by one of the TV cameras, the defender appeared to lead with his shoulder. The crew conferenced, but obviously no other official had the look that the TV camera showed.
So based upon what the deep offical saw, good call.
