IAABO Mechanics exam question

1. The official granting the timeout shall communicate the information to the table and no longer relay the information to the nearest official. Answer book says yes 272 (See forward 1999-2001 manual) --(which I don't have)

28. Officials may relay timeouts. A: yes 377+378
I got #1 right and #28 wrong. These two look contradictory to me and I can't see how 377+378 say you can relay timeouts.-Although I also don't see where it says you can't.
Can anyone clarify this for me?
