NFHS The score is tie at 60-60 at the end of regulation play. However, A1 was fouled as time expired. Team B has two full timeouts each remaining. Without this rule, B would be able to use their timeouts to ice the shooter. However, there's no other reason to use these timeouts. Time is expired, B can meet at their bench and discuss anything they like while A shoots his FTs.
