That is not true. All fouls by the team in control is "team control" foul (and if the team has a throw-in). But you still can have a player control foul if an airborne shooter has not returned to the floor yet. The only thing is that the signal is the same for both, no matter which foul (team or player control) is called.

My bad. You're right---women have a PC foul, a common foul by a player in control or an airborne shooter. I was caught up when I looked at the "signals" section of the NCAA rulebook, where the "punch fist" signal is marked as being for team control fouls (women only), but the "hand behind head" signal is maked as being either PC or team control (men only). Hence my confusion.
Actually since a PC foul by an NCAA woman airborne shooter occurs when there's no team control, it is not a team control foul, so technically the ruleboook has no signal for it!
