I'd need to see it to call it.
If the player was trying to foul "early" to keep the clock from starting, to put A on the line, etc., then it's intentional.
If B was beaten on the play and grabbed the jersey to stop the pass, then it's intentional.
If B was just playing defense and happened to commit a foul, then it's not intentional.
