You control the table officials
At the first instance of shouting by any table personnel, I would ask the AD to replace them. (If it's minor cheering from time to time, ignore it; yelling at you, get rid of them!)
If the AD refuses, however, you do have the right to order the shot clock operator to leave and replace him/her. If he refuses, I would talk to the home coach to try and resolve the situation. In the end, I do agree with forfeiting the game (although extreme) - the shot clock operator will definately be punished on the next day of school.
