No, there isn't, at least not published by the NFHS. And they do publish scorebooks for all sports that require one. But it's important in other sports because of lineups, scoring, rotations subsitutions, etc. That type of information isn't required in football. There are statisticians manuals for football but really no need for a scorebook.
