It's "only" an IAABO interpretation, but IAABO and the NFHS have been working closely together for the past several years.
It appears that throwin violations (not at one of the eight spots) subsequent to an out of bounds violation move to one of the eight spots.
Of course, if a non out of bounds violation, foul, or other stoppage in play leads to a subsequent throwin violation one is already at one of the eight spots and stays there.
